a) Central Administration: the unit responsible for establishment matters, staff pensions scheme, staff development and training. It is headed by Mr. Stephen Saleh Tsokwa, a deputy director.
b) Bursary: this unit provides both specialised and routine services in the areas of finance, bookkeeping and accounts, payment of salaries, budgets preparation, receipt of revenues as well as
preparation of financial report and the supervision of the central stores. Headed by Mr. Musa Duwan, an acting bursar.
c) Works and Maintenance: like its counterpart, it provides specialised and routine
services which include buildings, drainages, road repairs, carpentry, mason services, plumbing, electricity and vehicle maintenance/repairs. At the helm of affairs in this unit is Engr. Paul D. Gunat.
d) Catering: a very important organ of the Administration Department, which caters for all the meal/feeding requirements of the Institute's Senior Executive Course Participants as well as ceremonial catering needs
of the National Institute. Also houses the Institute's club. Headed by an Acting Chief Caterer Officer in the person of Miss Oluchi Atuonwu.
e) Housekeeping: as the name implies is responsible for
cleaning and sanitation functions of the Institute. Also responsible for the provision of accommodation for the Institute's guest as well as stocktaking and inventory of all NIPSS property. Headed by Mrs. Kaltume
Onuku, a Chief Administrative Officer.
f) Medical Centre: established in 1979, it is the sole provider of medical and health care delivery services of the National Institute. It caters for both the
Institute staff with their families cum dependants as well as the Senior Executive Course Participants of the institute. Headed by Dr. Felix Y. Makeri, assisted by other qualified medical practitioners.
g) Transport and Security: headed by the Special Assistant to the Director-General, Mal. Mohammed Bulana, the unit is responsible for the provision of security in the Institute, provision of security apparels,
liaison and constant interaction with the police and other law enforcement agencies. The transport section is responsible for transportation needs of staff, Senior Executive Course Participants and all Institute
guests. Vehicle repair and maintenance is also an integral function of the unit.
h) Board Secretariat: established in 1989, the unit is an integral part of the Office of the Sec/Director of Admin. &
Finance. Some of its responsibilities, include the arrangement and coverage of board meetings as well as meetings of the committees of the board. Also caters for transportation, reception, accommodation and feeding
requirements of members of the board, preparation and circulation of Agenda and Papers as well as minutes of every meeting of the Boards and its Committees. The unit is headed by Mr. J. I. Abolarin, an Assistant
Director (Admin) subject to the over-riding authority of the Sec/Director of Admin & Finance.
i) Pension Board: set up in March 1992 with the sole aim of administering the Pension Fund as stated in
Decree 102 of 1979 as well as in Trust Deed and Rules. To facilitate easy administration, a pension unit was established as the secretariat of the Trustees Board, which handles its day to day activities including:
- Payment of retirement benefits.
- Preparation of the Pension budget.
- Keeping a register of Pensioners.
- Arranging of meetings of the Board.
- Liaising with the Presidency, Ministry of Finance, NICON and World mark Brokers all in Abuja for release of funds.
- Liaising with other organisations for reimbursement.
Mrs. Beatrice Obiageli Agu, Principal Admin Officer, is the Secretary to the Board.
In addition, the department operates a Liaison Office for the National Institute in Abuja for effective interaction
and linkage with the different arms of the Federal Government. A senior officer who is assisted in his work by other supporting staffs heads the Liaison Office. The Office has a telecommunication link with the Institute
to speed up communication and contact with government departments, private sector organisations and guest lectures.
