Office of the Director- General

The National Institute for Policy and Strategic Studies Decree No. 20 of 1979 provides for the appointment of a Director-General as the Chief Executive of the National Institute. He is vested with the broad responsibility of the day-to-day management of the affairs of the Institute.

To be precise, what constitute the 'affairs' of the National Institute are the following:

              To serve as a high level center of reflection, research and dialogue
             
where academics of intellectual excellence, policy initiators and
              executors and other citizens of practical experience and wisdom
              drawn from different sectors of National life in Nigeria would meet
              to reflect and exchange ideas on the great issues of society,
              particularly as they relate to Nigeria and Africa in the context of the
              dynamics of a constantly changing world.

The attainment of this objective is undoubtedly a formidable task requiring all hands on deck, and a well coordinated supervision of the activities of the different departments and units of the Institute by the Office of the Director-General.

It is an open secret that the prolonged involvement of the military in governance after the demise of the Second Republic, took a heavy toll on the performance of all National Institutions in Nigeria, the National Institute inclusive. Therefore, the challenge of repositioning the Institute to play the noble role its founding fathers envisioned for it has meant that since he assumed duty as the Director-General, Major General Joseph N. Garba (rtd.), has brought to bear on the administration of the Institute, the vast experience he has garnered over the years in the course of a distinguished and outstanding military and diplomatic career.

Thus, the Office of the Director-General, perhaps more than at any other time in the history of the Institute, occupies a crucial position in the administration of the National Institute.

Apart from the immediate nucleus of the Director-General's Office, the following units of the Institute fall directly under the purview of the Office:

  1. Institute Library and Computer Center,
  2. Seminar and Publications Unit, and
  3. Internal Audit Unit.

Of course, the three directors who head the Departments of the Institute are answerable to the Director-General in matters concerning their respective departments.

Assisting the Director-General to run his office are:

    (a) A Coordinator (Special duties). Currently occupying this important office is Mr. B. A. Adebayo, mni, seasoned administrator and immediate past Registrar of the Federal University of Technology, Akure.

    (b) Special Assistant, Mallam Mohammed Bulana, who until this appointment lectured Political Science at the University of Maiduguri, and

    (c) Personal Assistant, Hon. Chirman Nimfel, a former member of the Plateau State House of Assembly, and other support staffs.
